  164. Opportunity staff (EEO) for the Department of Education. He alleged that both
  165. the Regional Director and the Chief Civil Rights Attorney  discriminated

  167.  handicap,  identifying several incidents that he believed were motivated by
  168. discrimination. These included the alleged assault and the allegedly fraudulent
